Missouri Microbusiness Licenses: 77 Coming, 21 Open So Far

The Missouri Lottery drew the state's last round of cannabis microbusiness licenses on September 9. The Division of Cannabis Regulation received 888 applications for approximately 77 licenses and expects to begin issuing them in December. About 20 of those licenses are available only because the state revoked them from earlier winners or the winners gave them up.

The earlier rounds are a better guide to what happens next than the lottery total. As of August 18, only 21 microbusinesses from the first two rounds were operating, according to Marijuana Moment, citing division data: five dispensaries and 16 wholesale facilities. Another 46 active licenses were not yet approved to operate. For anyone tracking Missouri microbusiness licenses in 2026, the gap between winning and opening is the main thing to plan around.

What a Missouri microbusiness license allows

There are two kinds, and they trade almost entirely with each other. Missouri's constitution lets a microbusiness wholesale facility cultivate up to 250 flowering plants at a time and process, package, and manufacture product, including pre-rolls and infused pre-rolls. A microbusiness dispensary can sell to adult-use customers and patients, deliver, and take phone and online orders, including through a third party.

The state's regulations close the supply loop. "Microbusiness dispensary licensees shall only acquire marijuana product from a microbusiness wholesale facility or another microbusiness dispensary facility," under 19 CSR 100-1.190. Wholesale licensees may transfer product only to testing and transportation licensees and to other microbusinesses.

That rule shapes the whole segment. A micro dispensary can't stock a product from one of Missouri's regular cultivators or manufacturers, however popular it is. Until late 2025, KCUR reported, no micro wholesaler had approval to make edibles or vapes, because the equipment is expensive. Micro dispensaries could sell those products only after a few wholesalers got manufacturing approval.

Why a quarter of this round is recycled licenses

On April 14, 2025, the division revoked 25 microbusiness licenses in one day. Twenty-three were pulled because the winners could not show that eligible individuals held majority ownership and ran the business. Two were pulled over owners' disqualifying felonies. That brought revocations to 34 of the 96 microbusiness licenses issued since 2023.

The division traced much of the problem to coordinated application campaigns. Groups recruiting eligible applicants accounted for roughly 1,400 of 3,600 lottery entries, about 40 percent. One investor, Michael Halow, was connected to 22 revoked licenses. He said he "respectfully disagrees" with the decision and planned to appeal. "It is not sustainable to keep going through rounds of license issuance and then having to do rounds of revocations," division director Amy Moore said at the time.

Round three runs under tighter rules. The state now reviews ownership and management agreements before a license is issued rather than after the lottery. It talks directly with majority owners, requires compliance training before and after licensing, and bars existing medical and adult-use operators from applying. Each entity could hold one application, and an individual's name could appear on only one.

The state also isn't promising anyone a license yet. "The lottery selection does not guarantee the applicant a facility license," the division said. It has not yet published who was selected and plans to post applicant details "in the coming weeks."

Two years from lottery to storefront

Jimi Poe won a microbusiness license in the first round in 2023 and opened 816 Dispensary in Platte City in 2025. "It was definitely a long journey," he told Marijuana Moment. "It was a journey that round three people are not going to have to go."

He may be right that pre-screening ownership will speed things up. Round-three winners still have to find real estate, get local approval, and build out a facility with limited access to capital. If the first two rounds are a guide, plenty of them will still be building in 2027. Five micro dispensaries were open as of August 18, in a state with 225 active retail licenses and a record $1.52 billion in 2025 sales.

What this means if you sell to Missouri cannabis businesses

Brands, distributors, and regular cultivators can't sell product to a microbusiness dispensary. The loop is closed by regulation. Any arrangement that routes a brand into that channel through a micro wholesaler raises the same ownership and control questions that got licenses revoked, and it should go past counsel and the division first. Division equity officer Lesley Turek told applicants to include the regulator in any agreements they're considering.

Equipment, packaging, and build-out vendors are the natural fit. A 250-plant wholesale facility needs lights, HVAC, and cultivation gear. A wholesaler that wants to make edibles or vapes needs manufacturing equipment the first-round businesses struggled to afford. Every dispensary needs POS, security, and insurance.

Timing matters more than the count. The 77 lottery winners are not customers until they are licensed and approved to operate, and the state's own record says many won't get there quickly. The first sales calls to winners make sense after issuance begins in December. Most purchasing happens during build-out, after that.
