Virginia legalized possession in 2021 and then spent five years failing to authorize anyone to sell anything, including a round of vetoes of standalone sales bills earlier this year. That ended on June 30, when Governor Abigail Spanberger signed the biennial budget containing a full commercial framework, and regulated retail sales are now set to begin July 1, 2027.
The detail worth writing down is the cap. Virginia cannabis retail licenses top out at 350 stores statewide, each limited to 2,500 square feet. For anyone who plans sales territory a year out, that is an unusually knowable market.
Most new-market timelines are guesses. This one is written into statute, which makes it plannable in a way that Ohio or New York never were at this stage.

The hemp change already happened. As of August 15 a product with more than two milligrams of total THC per package can no longer be sold as a hemp product in Virginia, which retired the old 25:1 CBD-to-THC ratio allowance and cleared the intoxicating hemp market ahead of the licensed one.
Compare it to a mature market. Colorado, with a smaller population than Virginia, ended last year with roughly 668 active retail locations. Virginia is authorizing barely half that for a state with about three million more residents.
Limited-license states behave differently from open ones. Stores are larger by revenue, survive longer, and consolidate less chaotically, which means the account you win in 2027 is likely to still be there in 2030. It also means the competition to reach those accounts is front-loaded into a narrow window, because there is no long tail of new openings to catch later.
The license structure tells you who gets there first. Existing medical operators can convert with a dual-use permit for a $10 million fee, which is a number only the incumbents will pay. Microbusinesses are vertically integrated and uncapped in count, though only 100 are awarded in the first tranche. Processing, testing, transport, and delivery licenses have no cap at all.
We have written before that the award-to-opening window runs six months to two years depending on the state, and that the useful outreach moment is after the award and well before the doors open. Virginia gives you the rare case where both dates are known in advance.
That argues for a specific sequence. Nothing to sell before February, because there are no licensees to sell to and the applicant pool is unknowable. Applications open February 1 and awards land May 1, which is when a named list of operators exists for the first time. Between May and July those operators are buying fixtures, POS systems, security, insurance, packaging, and inventory on a two-month clock, with a statutory opening date they cannot miss.
The trap is treating applicants as accounts. In lottery and merit states most applicants never operate, and vendor time spent on the pool before awards is mostly wasted. The 2027 pipeline starts on May 1, not February 1.
Meanwhile the states with revenue in them today are the ones already licensed. Virginia is a planning exercise for next year's territory map, not this quarter's number.
The dates above come from the statute and the regulator, but the CCA has not published application requirements yet. Anyone planning to apply should track the rulemaking and talk to Virginia counsel rather than working from summaries.
